Du communisme au n\u00e9olib\u00e9ralisme :<\/span><\/em><\/h2>\n

Le r\u00f4le des r\u00e9seaux chinois dans la transformation de l\u2019\u00c9tat au Laos<\/span><\/em><\/h2>\n

Alors que les analyses politiques sur le Laos sont rares, cette th\u00e8se tente d\u2019apporter un \u00e9clairage sur la mani\u00e8re dont la globalisation n\u00e9olib\u00e9rale a transform\u00e9 les pratiques et les modes d\u2019exercice du pouvoir dans l\u2019un des derniers r\u00e9gimes communistes au monde. Bien que ce pays soit g\u00e9n\u00e9ralement consid\u00e9r\u00e9 comme un \u00ab\u00a0\u00c9tat faible\u00a0\u00bb par excellence, l\u2019argument principal de la th\u00e8se est de d\u00e9passer le discours r\u00e9current le pr\u00e9sentant comme une victime de la globalisation, de ses puissants voisins, et de la Chine en particulier. Pour d\u00e9fendre cette hypoth\u00e8se, la recherche s\u2019est concentr\u00e9e sur le Nord-Laos qui cristallise l\u2019ensemble des enjeux auxquels le pays doit faire face actuellement, depuis la construction du corridor nord-sud reliant Kunming \u00e0 Bangkok en traversant les provinces septentrionales du Laos. Cette autoroute qui traverse des zones montagneuses, pauvres et multiethniques, est devenue une voie de p\u00e9n\u00e9tration privil\u00e9gi\u00e9e pour les compagnies et les migrants chinois, venus saisir les opportunit\u00e9s \u00e9conomiques qu\u2019offre ce pays sous-peupl\u00e9 et riche en ressources naturelles. \u00c0 contre-courant de la rh\u00e9torique contemporaine sur la globalisation qui a d\u00e9cr\u00e9t\u00e9 le retrait de l\u2019\u00c9tat, l\u2019analyse de la r\u00e9gion-fronti\u00e8re du Nord-Laos illustre le red\u00e9ploiement de l\u2019\u00c9tat post-socialiste gr\u00e2ce \u00e0 la r\u00e9appropriation des techniques, savoirs et proc\u00e9dures de la rationalit\u00e9 n\u00e9olib\u00e9rale. Dans ce cadre, les r\u00e9seaux transnationaux chinois jouent un r\u00f4le d\u00e9terminant dans la production d\u2019une \u00ab\u00a0gouvernementalit\u00e9 n\u00e9olib\u00e9rale par les marges\u00a0\u00bb qui permet \u00e0 l\u2019\u00c9tat central lao de r\u00e9affirmer son h\u00e9g\u00e9monie sur la soci\u00e9t\u00e9.<\/span><\/p>\n

While there are very few political analyses on the state in Laos, my thesis sheds light on how globalization has transformed the practices and modes of exercising power in one of the last Communist regimes in the world. My PhD research aimed to deconstruct stereotypes that misrepresent the political economic transition occurring in that \u2018forgotten country\u2019. First, the transition to a market-oriented economy has not been accompanied by a transition to democracy. Going against established dogmas of Western \u2018transitology\u2019, the neoliberal logic is viewed as an extraordinarily malleable technology of governing that allows this post-socialist state to reaffirm its hegemony over society. Second, although Laos is generally regarded as a \u2018weak\u2019 state par excellence<\/em>, the main argument of the thesis was to go beyond the recurrent discourse presenting it as a victim of globalization, its powerful neighbours, and of China in particular. To defend this hypothesis, the research focused on the borderlands of Northern Laos, which crystallize all the challenges the country is currently facing since the construction of the North-South Economic Corridor, one of the Greater Mekong Sub-region (GMS) infrastructure projects. The GMS programme, supported by the Asian Development Bank since the early 1990s, is one of the most dynamic economic integration processes occurring in mainland Southeast Asia. This highway crossing through mountainous, poor and ethnically diverse areas, has become a crucial gateway in Southeast Asia for Chinese companies and migrants who came to seize the economic opportunities offered by this under-populated country, but rich in natural resources. Challenging the contemporary doxa on the \u2018retreat of the state\u2019 in the neoliberal era, the analysis of this borderland region illustrates the redeployment of the Lao post-socialist state thanks to the acquisition of techniques, knowledge and procedures of the neoliberal rationality. In this context, Chinese transnational networks play a key role in the production of a \u2018neoliberal governmentality\u2019 that allows the lowland state to strengthen its grip on the margins of its territory.<\/span><\/p>\n
