Cette recherche interroge le sens et la port\u00e9e de la \u00ab transition humanitaire \u00bb au Laos, un pays qui n\u2019est pas consid\u00e9r\u00e9 comme prioritaire car il ne subit pas de catastrophes naturelles de grande ampleur ou de conflits arm\u00e9s. Pourtant, les besoins humanitaires existent : le Laos reste un des pays les plus pauvres du monde. En couplant une d\u00e9marche de socio-anthropologie du d\u00e9veloppement avec une analyse spatiale \u00e0 travers l\u2019utilisation des SIG (syst\u00e8mes d\u2019information g\u00e9ographique), ce projet de recherche avait pour objectif de faire un \u00e9tat des lieux de l\u2019action humanitaire au Laos et de d\u00e9crire les transformations de son champ d\u2019intervention en nous int\u00e9ressant notamment au renouvellement des pratiques, au positionnement \u00e9thique, et \u00e0 la d\u00e9finition d\u2019une strat\u00e9gie au sein d\u2019un environnement politique et \u00e9conomique complexe. \u00c0 partir d\u2019enqu\u00eates r\u00e9alis\u00e9es au Laos entre juillet 2014 et ao\u00fbt 2015, cet article propose une cartographie du paysage humanitaire et une analyse \u00e0 la fois qualitative, quantitative et spatiale de ses acteurs, des activit\u00e9s, des dynamiques et des modes de gouvernance. Nous avons questionn\u00e9 la place du dispositif humanitaire dans un contexte o\u00f9 la priorit\u00e9 est donn\u00e9e au d\u00e9veloppement. Le cas du Laos est riche d\u2019enseignements car il fait clairement appara\u00eetre la grande porosit\u00e9 des fronti\u00e8res entre humanitaire et d\u00e9veloppement, \u00e0 la fois pour les populations concern\u00e9es, les acteurs de terrain, les bailleurs de fonds, et les gouvernants. Nous avons tent\u00e9 de d\u00e9crire les difficult\u00e9s et les dilemmes rencontr\u00e9s par les acteurs. Comment travailler dans un contexte autoritaire ? Comment se positionner ? Les acteurs humanitaires doivent- ils se retirer pour laisser la place aux acteurs du d\u00e9veloppement ou doivent-ils \u00e9voluer et adapter leurs interventions au regard du contexte politique, de l\u2019\u00e9volution des besoins et des modes de financements ? Enfin, la dichotomie classique humanitaire\/d\u00e9veloppement est-elle pertinente au Laos ?<\/span><\/p>\n

This research examines the meaning and scope of \u201chumanitarian transition\u201d in Laos, which is not considered to be a priority country since it is not subjected to large-scale natural disasters or armed conflicts. However, humanitarian needs do exist: Laos remains one of the poorest countries in the world. By associating an anthropology of development approach with spatial analysis through the use of GIS (Geographic information systems), this research project aims to compile an inventory of humanitarian action in Laos and to describe the transformations of the field of intervention, focusing particularly on the renewal of practices, ethical positioning, and the definition of strategies in a complex political and economic environment. Based on investigations conducted in Laos (five months of fieldwork between July 2014 and August 2015), this paper offers a cartography of the humanitarian landscape and an analysis of its actors, dynamics, and modes of governance which is at once qualitative, quantitative and spatial. We questioned the place of the humanitarian aid system in a context where priority is given to development. The case of Laos is highly instructive, since it clearly shows the porosity of the boundaries between humanitarian aid and development, in the case of the populations concerned, the actors in the field, the sponsors and the governors alike. We have attempted to describe the difficulties and dilemmas encountered by the actors. How to work in an authoritarian context? How to position oneself? Should humanitarian actors make way for development actors or should they evolve and adapt their interventions in light of the political context, the evolution of needs and modes of financing? Finally, is the classic dichotomy of humanitarianism\/development relevant in Laos?<\/span><\/p>\n
